SPECIAL AUTHORIAATION TO T&T, A FIRM OF TAŞYAPI, FOR ERCAN AIRPORT

Justifying that our country lacks technical team and equipment in compliance with international standards, Council of Ministers granted a ‘’special authorization’’ to T&T Company, a firm of Taşyapı Company, owned by Emrah Turanlı, principal partner of which operates in Turkey and that was awarded the tender for “Ercan Airport Project” in order that T&T company could complete the Project in full and within the specified time period.
Justifying that our country lacks technical team and equipment in compliance with international standards, Council of Ministers granted a ‘’special authorization’’ to T&T Company, having been awarded the tender for “Ercan Airport Project,” which was launched last year. Such authorization would enable T&T company to complete the Project within the specified time period.
Kemal Dürüst, Minister of Public Works and Transportation, said that Construction Council and Board of Construction Planning is authorized for the capacity available in our country with regard to the justification of ‘’special authorization,’’ granted to T&T company, which was awarded the tender for “Ercan Airport Project.”  
Dürüst remarked that the ''special authorization'' was granted to T&T Company by the Council of Ministers so that the facilities and techniques, which are not available in our country could be used and that the project could be completed on time.
In his statement, made last year, Cafer Gürcafer, The Head of Association of Construction Contractors, remarked that T&T Airport Undertaking was claimed to have employed illegal employees in tunnel and runway construction of Ercan Airport and breach of Registration and Audit Law was tolerated and that audits, tried to be executed by Construction Council were prevented. 
Pursuant to decision by Council of Ministers, published in Official Gazette, dated March 16, 2017;  the use of equipment and teams, imported by the Company was legitimized with the ‘’special authorization,’’ granted to T&T Airport Undertaking.
It was decided to Grant a ‘’special authorization’’ to Taşyapı company until the recent investments of Ercan Airport, specified within the scope of Ercan tender are completed in accordance with paragraph 1 of Article 19 of Building Construction and Technical Works Contractors Registration and Audit Law no. 19/1998 by reason of the fact that completion of the construction in full and within the specified time period in international standards by T&T company under “Ercan Airport Project,” regarding Ercan Airport, which was assigned for the purpose of reconstruction to T&T Havalimanı İşletmeciliği İnşaat ve Sanayi Ticaret Şti. Ltd with ‘’Tender for Assignment of Operation Rights of Ercan Airport’’ requires special knowledge, specialisation and technical equipment and teams not available in TRNC, in the light of what is envisaged in the resolution pursuant to decision by Council of Ministers, published in Official Gazette, dated March 16, 2017.
 In his statement regarding the reason why ''special authorization'' was granted to T&T company, which got the tender for “Ercan Airport Project,” Kemal Dürüst, Minister of Public Works and Transportation, said that Construction Council and Board of Construction Planning is authorized for the utilization of the capacity available in our country.

 “TAPPING INTO THE CAPACITY AVAILABLE IN OUR COUNTRY IS THE TASK OF CONSTRUCTION COUNCIL AND BOARD OF CONSTRUCTION PLANNING”

For the justification of ''special authorization'' to T&T Company, which was awarded the tender for “Ercan Airport Project,” Kemal Dürüst, Minister of Public Works and Transportation, said that Construction Council and Board of Construction Planning is authorized for the utilization of the capacity available in our country. Stating that Construction Council has the information about the architects, contractors and their agents in the country, Dürüst continued; “If the authorization was granted by the Council of Ministers, such authorization had been granted in order that the facilities and techniques, which are not available in the country, could be utilized so long as the construction of Ercan Airport continues. Service is obtained from many local contractors. The government has a loss everyday therein. We need to make progress so that we could accomplish the blocked process until 2018.

“PROJECT TO BE COMPLETED IN 2018”

Further adding that Ercan Airport Project will be completed and ribbon will be cut in the second half of 2018, ''When looked from outside, new terminal building will be seen as a rising building approximately 1 month later. It is 180 thousand square meters in total; 128 thousand square meters of which was planned to be an indoor area and 21 thousand square meters of which was designed to be an outdoor area,'' said Dürüst, stating that it is a very large project. 

“47,8% of EACH HOUSEHOLD INCOME TO BE DEPOSITED IN STATE'S SAFE-DEPOSIT”

Pointing out that revenue sharing started by February 17, “I don't know how much money will be raised. This will be determined by the committee to be established thereof. 47,8% of each household revenue therein will be deposited in State's safe-deposit. A major agreement has been executed and this will continue for 25 years. It is the State to control the revenue and the State is the authority. There are 2 audits therein. One of them is the Ministry of Transportation to have undertaken the audit of construction and the other is Ministry of Finance to have undertaken the financial audit. Audit of constructed buildings is controlled by the Ministry of Transportation. A report is provided in every 15 days. And the financial audit is carried out by the ministry of finance...” Dürüst continued his words saying that the money will be deposited in the safe-deposit of State as from the 3rd month following the month, on which revenue sharing started pursuant to the Agreement.
